Implementation Difficulties And Countermeasures Research For Guidance Of Economic Compensation For Flight Delay

Public policy is an important means for the government practice of public management activities, it is a bond that connects society and government, government uses public policy to complete the management for all areas of social affairs. Policy-oriend function refers the policies guide people’s behavior or things towards the direction that the policy makers desired. The important content of oriented function is to determinethe purpose and the direction,at is, through educational guidance, unified understanding of the complex, multi-faceted, conflicting trends in social life exhthit into clear interface,thrgeted ortit, so that allows the orderly development of the society. Good public policy can serve the economic development and enhance the people’s welfare. Therefore, the study of public policy for the government is to conduct research activities in public administration. With npid growth of China’s economy, air transport as an efficient and convenient way to travel has been accepted by more and more people. Position in the Chinese civil aviation industry inthgrath transport system has been upgraded. But behind the high-speed development,the problems of flight delays which plagued civil aviation are increasing and upgrading. In order to further strengthen the interests of consumers, prompt airlines to improve flight punctuality rate and further enhance the credibility and competitiveness of airlines, Civil Aviation Administration of China issued "on domestic airline flights were delayed due to their own reasons to give passengers financial compensation guidance" on June 26, 2004(hereinafter referred to as "guidance"), and effect from July 1,2004.However,the"guidance" issued not only f"aned to achieve the sththd policy objectives, but exacerbathd the conthadictions and conflicts between airlines and passengs. Some passengers in case of flight delays even reqre the high compensation, disrupt airport order,thke the plane and other excesses behaviors, it seriously disturbed the normal order of civil aviation transport.Airlines generally showed little reaction ththe policy, and flight punctuality rate had no signicant improvement.The policy system is formed by the social and political policy subject,the policy object and its policy environment inthfaction systhm. The policy system is the carrier of policy execution, is launched on the basis of the policy process, research policy system is a prerequisith and sthrting point for further study of the policy process. For the "guidance" policy failure, this paper based on the policy systhm theory as a logical sthrting point policy implementation difficulties and analysis of ideas,theories and empirical analysis using a combination of methods, dilemma for policy implementation and its causes are analyzed, and one by one gives counthy neasures. The thesis is divided inthve section:the first chapter,this paper introduces he background, significance, goes through the literature at domestic and abroad public policy, especially in thrms of lilure of public policy implementation, describes the research conthnt,research methods, theories used in policy analysis and a few basic concepts;The second chapter, by comparing the "guidance" of the policy objectives and the status of implementation, points out &e policy implementationthfficulties encountered; The third chapter, respectively, from the four aspects of the policy itself, the main policy, policy objects and environment policies detailed analyzes the causes of difficulties arising from the implementation of policies; The forth chapter, for the implementhtion of the policy dilemma encountered put forward suggestions and strategies; The Conclusion,the study summarizes the conclusions made,and creatively presents in the practical application of the above should be combined with contingency measures to achieve the best utilization of the effects of policies. Since the main policy plays a decisive role in policy activities, to improve the Civil Aviation Authority for Civil Aviation Affairs is very important for improving the operating environment for civil aviation and public services. While establishing a fair, orderly and trustworthy mutual aid society and foster responsible citizens contribute to the effective implementation of the policies.
