Research On The Problems And Governance Countermeasures Of Civil Aviation Flight Delays In China

With the rapid development of the national economy and the deepening of reform and opening up, in the past ten years, China's civil aviation industry continued to develop rapidly. Passenger throughput grew rapidly and the scale of airports and airlines continued to expand. The industry scale has increased nearly three times. But the attendant is that, more and more flight delays, not only hindered the healthy development of the whole industry, but also had a great negative impact on the public. At the same time, the new situation faced by civil aviation reform, made the coordination and cooperation between different units in the industry difficult and challenging in the time of flights delay. Poor working in the disposal of flight delays and decreasing of the passenger satisfaction, not only caused a security threat to the normal operation of the civil aviation industry, but also greatly damaged the image of the airports, airlines and the local government. As a public infrastructure, the airports should provide convenience for the passengers to travel, but now it has become the focus of social conflicts and unexpected events prone places. The management of flight delay has become one of the most important problems to be solved in the civil aviation industry.Around the phenomenon of more and more social attention on the flight delays in recent years, with the methods of study and qualitative analysis, using the theory of risk management and the public crisis management, this article summarized China current situation of disposal work and characteristics of civil aviation flight delays, and analyzed the causes of flight delays and the problems that exist in the disposal of the flight delays. Comparing with the western developed countries flight delays disposal mode and experience, this article summed up the reference of China's flight delays in the disposal work. Finally, from the view of the management of the industry, in the fields of defining the legal concept of flight delay and the standard, how to reduce the delay to improve the flight normal rate, promoting the handling capacity, as well as comprehensive utilization of social resources. This article put forward the countermeasures and suggestions of China's flight delays. Through this analysis, it also hoped that it can give a certain reference to the different units when they deal with the flight delays in practice.
