Since 1999. the urbanization rate of Jiangsu Province has above the national average, now always stays ahead. Although the urbanization level increased quickly, at the same time, the urbanization quality is need to worry. Does economic development speed come up with the population urbanization process? Does high quality of social living standard cover to all working people? how long can existing development mode continue? Will facilities construction meet residents of present living standard? If most of people flow to cities, small towns and rural areas’ construction will how to matain? Is urban and rural gap on increasingly large? These series problems are impede urbanization quality to improve. Through the study find that the key to improve the quality of urbanization to management the quality of economic development and social development and people’s life quality. Not only embodies the people-oriented concept of scientific development, but also provide a basis for sustainable development.To improve the urbanization of Jiangsu Province, it is necessary to establish the quality of urbanization evaluation index system and method, to evaluate status quality of urbanization of Jiangsu province, to promote the smooth progress of urbanization. the focus of the current study about quality, although is already from qualitative analysis to quantitative analysis, but there is no generally accepted index system. Therefore, based on the two aspects of city modernization development in Jiangsu province, to put forward the quality of urbanization evaluation index system and the model of the corresponding. By empirical study of the quality of urbanization, give some suggestions about how to improve the quality of urbanization of Jiangsu province.The whole text is divided into seven parts.
