With the continuous advancement of urbanization of China, the landless peasants groups keep increasing by leaps and bounds, leaving the employment of these peasants a crucial social problem. Locating at the golden corridor along the east bank of Pearl River Delta, Zengcheng District owns 1616.47 km2 for its administrative planning area with over 70% rural population registered in rural area. Among all the 11 districts in Guangzhou, Zengcheng represents a large district with many rural people and late economic development. According to the deployment of the Municipal Party Committee and the Municipal Government, Zengcheng is designated as the sub-center of Guangzhou. On the basis of this development positioning and function layout, a large area of requisition and relocation in Zengcheng District in recent years have led to tens of thousands of unemployed peasants within a short time:they left the lands they lived by and even lost their jobs, which makes the underemployment of large landless peasants an important social hazard for stability in this district. Considering that Zengcheng, as an important linkage of Pearl River Delta, is at the upstream period of economic development and serves as a typical representative of the developed area of China, it is of common significance for the government departments to efficiently solve the employment of peasants in these developed areas to analyze the underemployment of landless peasants in Zengcheng and conduct an in-depth employment security policy.With regard to this phenomenon, this paper conducts an in-depth exploration and study on the underemployment of landless peasants in Zengcheng by using literature research method, field methods, case study method and other methods on the basis of the working experience of the author and relevant theories on promotion of employment. There are all together 6 chapters:Chapter 1 includes the research background, research significance, literature review on domestic research, comments on recent developments, research ideas and research contents; Chapter 2 introduces the theoretical basis and concept definitions; Chapter 3 summarizes the common characteristics and the existing risks of the underemployment of the landless peasants in Zengcheng by doing researches and interviews on the situation of the landless peasants due to "3 Major Projects"; Chapter 4 conducts an exhaustive analysis on the reasons of the underemployment of the landless peasants’ in Zengcheng from land requisition policies,, economic impact, their own restricted factors and the employment support; Chapter 5 provides some suggestions on solving the underemployment of the landless peasants in Zengcheng from the perspectives of three major main bodies:central government, local government and community organizations.
