Study About The Fishing Diesel Subsidy Policy Of China

The fishery industry has played an important role to maintain the food security of our country since the founding of new China. Accompany with the ocean strategy put forward, marine fishery has become an important tool to maintain the marine territorial sovereignty. The fishery has dual status of political and economic, and it decided that we should pay high attention and give aid to the fishery industry. Along with the fishery resource depletion, international trade agreements signed and the rise of oil prices, Fisheries development is faced with double predicament of resources and the environment.In order to alleviate the dilemma, our government begins to provide fishing diesel subsidy since 2006. It has played an important role, however, The implementation of the policy involves different interest stakeholders, because of the rational choice of "economic man", in the process of policy implementation the related interest stakeholders show the trend of maximizing their own interests, and those interest stakeholders initiate different games on the process of the police implementation. This paper includes the following 4 parts.Part one, the current situation of the policy implementation. Introduce the policy development and define the fishing diesel subsidy into two parts, subside and drawback. The implementation of this policy has played a positive role in alleviating the pressure of fishery production, reducing fishery costs, reinforcing fishery management, increasing fishermen income and stabilizing fishery industry.Part two and part three, the problems appears in the process of the policy implementation and reason analysis. In the process of the policy implementation, the interest stakeholders include the fishermen enjoyed the subsidy, the fishermen who can’t enjoy the subsidy, department of fisheries management and its workers. All of them take action according to their own interests, and lead to many policy implementation deviations like corruption, cheat subsidies and freeloading. This paper analyses those problems based on the "economic-man" theory. And then, using the Game theory, in part three, build the game model between different subjects, with the help of a model to explain the necessity of those different interest stakeholders behavior choice.Part four, promote the policy implementation and perfect the policy. Perfect the policy from four parts, Intensify regulation punishment, explicit incentive mechanism, arouse the enthusiasm of fishermen to supervise each other, strengthen policy adjustment and perfect. On the one hand, to intensify supervision, clear division of labor, strengthen system, strict law enforcement to ensure that the correct policy execution. On the other hand, with the help of various incentives, motivate the fishermen to supervise play the role of supervision. At the same time, adjust the policy itself to adapt to the realistic condition.
