| According to CNNIC survey for Chinese Internet development, as of December 2014, there are 557 million mobile Internet users in China, an increase of 56.72 million than 2013. The mobile Internet user population proportion rises from 81.0% to 85.8%. By the end of the year 2014, China network video users scale up to 433 million, an increase of 4.78 million users than 2013. Network video user utilization rate is 66.7%. the size of mobile phone users is 313 million, an increase of 66.11 million, compared with the end of 2013, the growth. Network video users continue to shift from PC to mobile terminal, mobile terminal becomes competitive key battleground.According to the headquarters of the audio and video business’ s overall architecture planning, the initial period of video business used the unified national video portal and operating platform to provide business operations. But with the development of video business, headquarters unified operating mode highlighted the lack of business operations support to local characteristics.The application of mobile TV will be more and more widely with the advent of 3g and 4g. As the live and on-demand platform of the audio and video business, 3g and 4g video portal will greatly meet user demand for audio and video, promote the stability and growth of user groups. Therefore, the new construction of Jilin Unicom mobile TV portal platform is very necessary.Project managem theories and approaches are adapted to this paper. I develop the implementation plan based on the analysis of this project. Human resource arrangement, project progress, energy conservation, environmental protection, capital management, risk assessment are discussed in this paper. |
