The Study On Value Evaluation Of High-tech Enterprise Intellectual Property Pledge Financing

With the development of economic globalization and the rising of knowledge economy, intellectual property has become an important core resource for High-tech enterprise, intellectual property pledge financing is also becoming an innovative financing way by which High-tech enterprise can effectively utilize intellectual property and obtain development finance. As the increasing of national and regional policy support on the field of intellectual property pledge financing for High-tech enterprise, such businesses have developed rapidly. The importance of value evaluation in the process of financing pledge is growing. Value evaluation of intellectual property pledge financing can provide references to the line of credit in Commercial Banks and other financial institutions, it is a key link for High-tech enterprise to access to finance and promote the transformation of achievements. However, during the process of value evaluation, intellectual property value is vulnerable to various factors, the result is larger fluctuations in its value, and more difficult in the choice of evaluation methods. All of these may influence the scientificity, accuracy and rationality of evaluation results, and bring higher risk to Commercial Banks and other financial institutions.This paper analyzes the research status of value evaluation of intellectual property pledge financing, describes its basic concept, main characteristics and main modes, focuses on exploring the source of the value of intellectual property, and believes that the value of intellectual property is determined by its utility. Then this paper studies the main factors affecting the value evaluation of intellectual property pledge financing, and summarizes them into technological factor, enterprise environmental factor, market factor and legal factor. In addition, this paper not only summarizes the popular methods which are frequently used in intellectual property pledge financing evaluation at present, such as cost method, market method and income method, but also analyzes the applicability and limitations of these methods. To solve the uncertainty and fuzziness of three basic method for evaluation, this paper creatively introduces fuzzy comprehensive evaluation method to modify the initial results, which enhances the fairness, accuracy and credibility of the evaluation results. So, this paper, to some extent, enriches the theoretical studies and perfects the evaluation method of intellectual property pledge financing, leading intellectual property pledge financing to better serving the implementation of the national intellectual property strategy and the national economic and social development.
