Research On The Value Evaluation Of Intellectual Property Pledge Financing For Technological Small And Medium Sized Enterprises

With the close attention of the party and the government,the importance of intellectual property is increasing in our country.In response to intellectual property work,the party's report on the Nineteenth Congress pointed out a series of new requirements.At the opening ceremony of the 2018 Boao Forum for Asia Annual Meeting,President Xi Jinping appealed to all governments in their speeches to strengthen the protection of China's intellectual property rights and emphasized the importance of “strengthening intellectual property protection”.Under the background of the growing financial industry,introducing financial services into intellectual property rights and vigorously developing intellectual property financial services will help strengthen the protection and use of intellectual property rights.With the joint promotion of the State Intellectual Property Office and a number of local relevant departments,the intellectual property pledge financing work in 2017 was effectively carried out nationwide: the total amount of patent pledge financing was as high as 72 billion yuan,and the number of pledged projects was 4,177,a year-on-year growth rate.65% and 60% respectively.However,intellectual property pledge financing still faces an important problem that needs to be solved: it is difficult to obtain an objective and reasonable evaluation value of intellectual property pledge.For this reason,for technology-based SMEs who are eager to obtain sufficient working capital,while promoting the development of IP pledge financing,it is extremely urgent to push forward the research on the evaluation of Intellectual Property Pledge Financing Valuation for Technological SMEs.At present,the academic community has also conducted many researches on this business.Among them,the research focuses include the value types of intellectual property appraisal,the evaluation methods of intellectual property values,and the influencing factors of intellectual property valuation.Based on the understanding of the relevant status quo,this paper firstly analyzes the theory.Based on the status quo of corporate intellectual property pledge financing,the author summarizes the domestic and foreign research status of intellectual property valuation types,assessment methods,and evaluation factors.From a new perspective,it comprehensively analyzes the influencing factors in the evaluation of the value of intellectual property rights financing for science and technology-based SMEs,and optimizes a set of impact value indicators for pledged financing.Afterwards,the basic methods for evaluating the value of intellectual property pledge financing were analyzed,and a relatively appropriate method was chosen to calculate the value of intellectual property without considering the background of pledge.In the process of constructing IP value impact indicators in the context of pledges,the traditional AHP does not take into account the ambiguity of human thinking,which in turn will have a certain impact on the accuracy of the judgment results.Considering that there is a certain degree of ambiguity in the human thinking during the evaluation process,this paper will introduce the analytic hierarchy process based on the improved analytic hierarchy process of triangular fuzzy numbers into this study,weakening the impact of subjective factors on the results,and thus fully improving the decision-making process.reliability.The advantage of adopting this method in this research is to make the assessment value of the importance of intellectual property pledged financing value evaluation experts on the value of intellectual property pledge financing be in a certain interval,which to a certain extent reduces the subjective factors impact from experts.Then use the above ideas to optimize the existing model,in order to perfect the rational value model of pledged financing value.In the end,the paper analyzes the case of JS company Intellectual Property Pledge Financing case,and applies the improved value evaluation model of this paper to practice.Summing up the results of the study and pointing out the deficiencies of the study,it also proposes future research prospects for the evaluation of the financing value of intellectual property rights for technology-based SMEs.
