Farmland Transfer Situation And Grain Subsidy Policy

In 2015, document NO.1 of the Central Government is proposed to accelerate the agricultural modernization, but given the condition of our country, people is much more than our farmland, food production closely linked to the national security, accelerating agricultural modernization, its primary goal should be to ensure national food security. Since 2004, the state implemented a series of farmer food subsidies, increasing efforts to support agriculture, and encourage the formation of various forms of transfer of agricultural land scale operation, in order to increase farmers’ income, improve food production. But food subsidies in the implementation process, there have been some problems at the micro level, the body can not effectively encourage agricultural management, policy bias caused by subsidies to rural land transfer market is not conducive to the healthy and orderly development. In Henan Province, agricultural land low level circulation, agricultural scale difficult circumstances, how to improve the food subsidy policy so that it can promote the transfer of agricultural land development, and to improve agricultural scale level, for promoting the modernization of China’s agriculture and food security is important significance.This article is based on a survey that about 2194 households in 219 villages in Henan province in 2014, Draw lessons that about grain subsidies and farmland conversion from the related research achievements of scholars at home and abroad, and use the method of empirical analysis, in the premise of theoretical assumptions, and then analysis of survey data, study the general characteristics of the grain production subsidy policy and farmland conversion in Henan province. From farmland transfer and farmland transferee two angles of grain production subsidy policy to study the correlation of farmland circulation, analysis the influence of grain production subsidy policy on farmers’ transfer of farmland, concluded that the current g grain production subsidy policy go against with farmers land transfer. On this basis, we use public policy analysis to found the problem, and put forward to further improve benefit of farmland transfer of grain production subsidy suggestions.This article is divided into six chapters in the content. The first chapter is introduction. This chapter mainly includes research background, research significance, the domestic and foreign research present situation and evaluation, research method and technical route, research purpose, research contents and possible innovation. The second chapter: theory foundation. Through the introduction of relevant concepts and theories in this chapter, provides theoretical support for this article. The third chapter: grain subsidy policy review. This chapter reviews the evolution of China’s grain production subsidy policy, system, ways, and farmers in Henan enjoyment of food subsidies. The fourth chapter: Henan province farmers’ land transfer situation and characteristics. This chapter uses field research data obtained from various angles on the sample areas in Henan province rural land transfer sides and transfer farmers and non-farmers to analyze more comprehensive understanding of the plight of rural land transfer, Henan province, to discuss the following grain production subsidies to agricultural land transfer effect to provide evidence. The fifth chapter: the influence of grain subsidy on farmland transfer. This chapter proposed by the phenomenon, combining the last chapter Henan province farmers’ land transaction status and characteristics, from farmland transferor and the transferee farmland analyzes grain subsidies for agricultural land transformation, drawn between the two conflicts, digging the reason behind the conflict and the formation of the track. The sixth chapter: conclusions and suggestions. Through the above analysis, the paper obtain conclusion and puts forward the corresponding policy recommendations, alleviate the conflict between grain production subsidy policy and the farmland transfer, and promote the coordinated development of grain production subsidy policy and farmland transfer.
