Abstract/Summary:
In the 1950s, the economic organization form named industrial clusters appeared. During the increasingly developing of the social division and the continuously improve of the specialization level, this kind of economic organization form has attracted more and more attention and research. At present, China has formed the Yangtze River Delta, Pearl River Delta and the Bohai region as the main gathering area of the industrial clusters pattern, and the industrial cluster has gradually become the important way of economic development in China. At present, many scholars have considered industry cluster as an important carrier for solving the problem of financing for SMEs. At the same time, most scholars have analyzed theoretically the phenomenon that the unique financing advantages of industrial clusters did not play, many enterprises in the industrial cluster still exist the financing problem. Why the advantages of industrial cluster financing did not play out? What is the key factor for the advantages of industrial clusters financing? How to strengthen this factor and play out the advantages of industrial clusters financing and promote the healthy and orderly development of industrial cluster finally?This paper starts from the higher special trust in industrial clusters’enterprises than general enterprises, to study the influence which the government intervention to the trust relationship between the enterprises in the cluster and financing. Tries to answer how government intervention reshape or enhance the special trust relationship between the enterprises in the cluster and make the unique industrial cluster financing advantages play out. Firstly, elaborate cluster definitions, characteristics, concept of industry cluster financing and summarize and analyze the financing advantages of industrial cluster. Then, analyze the relationship of trust between the industrial cluster’s enterprises and reveal the dynamic nature of the changes, and analyze the important factor to the relationship of trust between the industrial cluster’s enterprises:the role of government.Then, According to the government intervention time, the way of intervention and intervention effect, the clusters will be divided in to three kinds:Government supporting industrial cluster, government guidance industrial cluster and government directives industrial cluster. On this basis, list three cases:Miluo renewable resources industrial cluster, Wuhan photoelectron information industrial cluster, Tiexi machine tool and accessories industrial cluster as the representative of the three types of industrial clusters. Then, make an in-depth analysis for government supporting industrial cluster, government guidance industrial cluster and government directives industrial cluster, including their Trust characteristics, path of change and financing. The most important thing for government is make clear that when to intervene and how to intervene in the subsequent development of industrial clusters. These policies will help to strengthen existing trust or rebuild new trust or promote confidence upgrades and make the various actions and policies endogenous in the process of the clusters’ formation and evolution. Through this way, the enterprises in the clusters can make good use of the special trust advantages and obtain fund more easily, such as the supply chain financing, mutual guarantee, group financing, aggregate bond and other new ways of financing. This study demonstrates that the strong relationship of trust between the enterprises in industrial clusters is the premise for the playing of the cluster’s financing advantage. Moreover, the appropriate type of trust among enterprises is the basis for the appropriate way of financing to choose. Meanwhile, if the problem of financing solved, the industrial clusters would have a healthy and sustainable development. The conclusion of this study can also provide some reference for the governments to formulate industrial clusters’ policies.
