Equipment manufacturing industry is to provide technology and equipment for national economy and social development, and it is the core component of the manufacturing sector. A strong equipment manufacturing industry is the fundamental guarantee to improve the realization of industrialization and the comprehensive national strength. As a national strategic industry, the equipment manufacturing industry development and progress is very important for our national security. With the emergence of industrial clusters, we found that the characteristic of the equipment manufacturing industry is large in scale and long in industrial chain, and make it particularly suitable for cluster development. A large number of facts have proved that the industrial cluster is an effective way for the development of equipment manufacturing industry. Therefore, our government has put a lot of resources to promote the development of the equipment manufacturing cluster for a long time. Just in Sichuan, a number of equipment manufacturing clusters are established under the leadership of the government. Since the financial crisis, global economic is slowing down. It has a great impact for the development of the equipment manufacturing industry in our country. Because the original excessive attention to the scale of the cluster development model has no longer meet the needs of the market. Today, the urgent problem of the development of the equipment manufacturing cluster is how to realize the upgrading of the industryThere is a relationship between the development of industrial clusters and industrial upgrading under the condition of market economy. It means that the development of industrial clusters can promote industrial upgrading and Industrial upgrading can also pull the development of the cluster in the new foundation. But the equipment manufacturing industry is a highly strategic industry in China. It is under the leadership of the government or even intervention from its initial construction to development. What kind of relationship is there between the development of the industrial cluster and the upgrading of the industrial equipment? What influence the government’s lead or intervention in the development of this relationship? In this paper, the above problems are preliminarily analyzed and empirically studied.Firstly, this paper carry out the research of domestic and foreign industrial clusters and then simply introduces the interactive mechanism between general industrial clusters and industrial upgrading. Secondly, the unique industrial character of equipment manufacturing industry is analyzed. And the self development of industrial clusters will appear the market malfunction. The equipment manufacturing industry cluster will be affected by more powerful and more powerful government intervention than the general industrial cluster from the formation to the development. Even though the government plays an important role in the development of equipment manufacturing industry cluster, it does not mean that the government intervention must be correct and effective, because government intervention also will result in government failure. So in order to reduce the failure of government, the government must adjust the industrial policies on the basis of understanding and respecting the laws of the market. Then, this paper constructs a relationship theory model between government and industrial cluster and industrial upgrading. And the paper use the panel data of 2000-2013 years of equipment manufacturing industry in Sichuan to descriptive analysis and multiple linear regression analysis to verify the theoretical model.Through the research, we get the following conclusions. The government plays an important role in the process of creating and developing the equipment manufacturing industry cluster in our country. Even in the development of market economy today, the government’s guidance on the development of the equipment manufacturing industry cluster and the relationship between the industrial upgrading still has a significant impact. Empirical research finds that the technology level and the high technology content of the equipment manufacturing industry cluster can effectively promote the internal industrial upgrading. In this impetus, the government’s policy guidance has become a great help. Contrary, the metal industry with the traditional technology is not high has shown a certain degree of obstruction to the industrial upgrading, because it received a less policy support. So, the government can guide the development direction of the equipment manufacturing cluster through the input of policy and resources, and thus have the destination drive the equipment manufacturing industry to upgrade under the government’s expectations.In view of the fact that the government plays an important role in the relationship between industrial cluster development and industrial upgrading. With the continuous development of market economy, further play of the role of the market in resource allocation. If the government cannot follow the law of industrial development, if we cannot handle the relationship between government and market, if we cannot make the development of the industry policy, it may have adverse impact on the development of the future equipment manufacturing industry.
