External technology commercialization(ETC) has gradually become a new trend in corporation management. Apart from serving for internal R&D of production, ETC increasingly be regard as a special form of product in the technology market transaction.ETC brings enterprises commercial interest, but may also be potential to foster competitors, then face competition risk. Therefore, innovation enterprises need to adopt ETC strategy reasonably according to the internal and external environment change. Product innovation is product and Customer Focused, characteristic of distinctive universality, with high market value. Enterprises may have strong practical desire to carry out ETC strategy of product innovation. ETC has attracted academic focus in technical and economic field recently, but most of the current literatures are qualitative, also, quantitative researches focus on external commercial income. There exists a gap in the ETC tendency and behavior selection research. Therefore, research about this issue may have a strong theoretical value. Based on survey data from 173 technology-oriented companies, using stepwise regression method, this paper carries out the empirical research on the impact of product innovation on ETC tendency and ETC behavior; also investigate the mediating effect of exploration learning and exploitation learning, the regulating effect of business ties and political ties. The testing results look as following.(1)Production innovation has a positive effect on ETC tendency. The stronger the ability of product innovation, the faster products update. Also, external commercialization tendency of the technology is higher. Exploration learning and exploitation learning play a positively intermediary role in the process, through building promoted organizational learning atmosphere.(2)Production innovation has a positive effect on ETC behavior. Exploration learning play an intermediary role in the process, through building promoted exploration learning atmosphere. Horizon-oriented business ties play a positively regulating role in the process,conversely political ties play a negative regulating role in the process. The intermediary effect of vertical-oriented business ties cannot be verified.In theory, this study verifies the influence of innovation type on ETC strategy,deepen the understanding of motivation and process of ETC. In practice, through the study of product innovation, enterprises may understand whether own type is suitable for ETC. Through intermediary function and regulation function, enterprises may realize which external factor and internal factor should be pay attention to, under uncertain conditions, such as the market imperfection. It may have important practical significance for enterprise to make decision and manage the process of ETC.
