The New Rural Pension Insurance Policy Research Of Wangcang County In Sichuan Province

Rural endowment insurance policy which is beneficial to the people’s livelihood, is an important measure not only to improve China’s welfare system, but also to maintain the sustainable development of our country, comprehensively to promote the construction of a well-off society, and to realize the great Chinese dream necessary. From the middle of 80 s in the twentieth Century, our country in the economy began to carry out the pilot work of old-age insurance system for rural residents in some developed rural areas. After years of hard works, we finally explore one road of the new rural endowment insurance policy which conforms to the new rural construction of socialism in China. In 2009, the State Council promulgated the "guidance on the new rural social endowment insurance pilot"(Guo Fa[2009] No.32), then the experimental work of new rural social pension insurance had been carried out in the 10% county(city, district), and gradually expanded to the scope of the pilot year. In 2012, when the accelerating new agricultural preservation covered, Wangcang County of Sichuan Province officially became a member of the national rural resident insurance pilot counties. The implementation of this policy has had a major impact on the local farmers to rural old-age problem. Using the public management knowledge, basing on a comprehensive analysis of farmers, policy content, implementation measures, implementation effect, influence factors under Wangcang county policy background, such as basis, combined with some actual situation of their own work visits to research, this paper tries to explore spaces should be perfected in the implementation of the farmer insurance policy in Wangcang County, puts forward policy suggestions, and to provide some useful reference for hundreds of thousands similar counties.
