Study On The Development Of Policy-based Agricultural Insurance In Jingbian County Of Shaanxi Province

Policy-based agricultural insurance as a support for one of the "green box" policy of agricultural development,is an important support for national policy and to give the premium subsidies,in avoiding and scattered agricultural risk,reduce agricultural losses and compensation,to ensure a steady income for the farmers "stabilizer",etc.Implementation of the policy-based agricultural insurance to Jingbian from single economy to "The three industries of communion" heavy significance to economic development,Jingbian county is a typical resource-based economy,a single economic structure,weak agricultural production base,in addition,all kinds of extreme weather disaster happens in recent years,natural significantly increase the risk of agricultural production.To develop the policy-based agriculture insurance for Jingbian stability and to ensure the safety of agricultural production,agricultural product market competitiveness and realize the sustained increase in rural incomes and promote the rural economy healthy and sustainable development.In this paper,by analyzing the current situation of the development of Jingbian policy-based agricultural insurance,find out the main problems in the process of development,then to draw lessons from domestic and foreign typical of policy-based agricultural insurance development pattern and successful experience,Looking for policy-based agricultural insurance development pattern with the characteristic of Jingbian,and put forward countermeasure suggestions to perfect the Jingbian policy-based agricultural insurance,and improve the relevant systems of the policy-based agricultural insurance,the development of modern agriculture,promote the competitiveness of the agricultural products,the realization of farmers' income,etc,to provide the reference for Jingbian.In addition,also to provide the reference for similar resource-based county or regional development of the policy-based agricultural insurance.In this paper a total of six chapters.The first chapter of the research background,purpose,significance,the research both at home and abroad,elaborates the research methods and technical route and so on.The second chapter mainly introduced the concept and characteristics of agricultural insurance,the concept and function of the policy-based agricultural insurance,and elaborates the related theory of the policy-based agricultural insurance.The third chapter analyze the policy-based agricultural insurance development present situation research of Jingbian.The fourth chapter analysis main problems of Jingbian in the development of policy-based agricultural insurance.The fifth chapter introduces the domestic and foreign typical of policy-based agricultural insurance development pattern and successful experience.The sixth chapter for main problems existed in the work of Jingbian policy-based agricultural insurance development,drawing on the successful experience of domestic and foreign policy-based agricultural insurance,putting forward operable countermeasures and Suggestions.
