The Construction And Benefit Analysis Of Tangshan Caofeidian Marine Ranching

The sustainable use of the ocean is severely threatened due to overfishing. pollution, habitat degradation and the lack of effective protection measures. According to the statistics (FAO,2007), about 25% of the world’s marine fish stocks is depleted due to overfishing,25% is being restored gradually from overfishing,50% have been fully exploited. Almost all the coastal, offshore and demersal fish resources have severe recession, most of the traditional fishery has not form the fishing season, and some species even run out. How to properly develop the marine fisheries resources has become the focus of the world. Countries around the world have also taken a series of measures to protect fishery resources. The practice of domestic and international experience tells us that the construction of marine ranching which is marked by artificial reef technology, value-added releasing technique and facilities aquaculture technology is an important way to achieve sustainable development of marine fishery.This article related to the ecological economics, sustainable development theory as the basic theory, with comparative analysis fuzzy analytic hierarchy proces and other analytical methods, Focus on the analysis of the construction of marine ranching in Tangshan Caofeidian sea area, and promote the development of construction of artificial fish reef. This article mainly has seven aspects. First, introduction, introduces the significance of the research and literature review. The second is related theories and concepts, describes the concept of sea ranch and its main characteristics. The third is construction of caofeidian Sea Ranch and fisheries development, introduce the fisheries development of caofeidian, and the necessity of building the Sea Ranch. Fourth, the analysis of caofeidian marine ranching, including ecological benefit, economic benefit and social benenfit. The fifth is the comprehensive benefit evaluation index system of sea ranch construction, which is divided into three levels-frame (the target layer, level indicator, secondary indexes) of evaluation index system for comprehensive benefit of marine ranching and using fuzzy analytic hierarchy process(FAHP) to evaluation of comprehensive benefit of marine ranching, introduced the evaluation process and its calculation method. The sixth briefly describes the feasibility of Caofeidian Sea Ranch, and puts forward some recommendations about Sea Ranch construction. The seventh is the conclusion and prospect.Through the above analysis of the seven aspects:the project construction is beneficial to promote the fishery industry adjustment, and the economic, social and ecological benefit is very considerable, feasibility is higher in every respect. Therefore, the implement of the project is feasible and necessary.
