Our country is now under socialist market economy, the society is experiencing comprehensive, complicated and profound changes. As one of the main bodies in multi-variant social management, the enterprise must assume its responsibility and duty in managing society. State-owned key enterprises, particularly, must make due contributions. State-owned key enterprises face various difficult problems in the participation and innovation of social management. The thesis analyses the cases in the participation and innovation of social management of state-owned key enterprises, and concludes inspiration and learning by combining and abstracting public administration, which provides thoughts over how state-owned key enterprises effectively participate and innovate social management, better fully coordinate social interest, solve social controversy, uphold social order and promote social fairness and harmonious development between human beings and the nature.By case analysis of CNPC(China National Petroleum Corporation) southwestern oil-gas field’s participation in social management from 2011-2014, the thesis analyses the connotation, content, features and necessity of state-owned key enterprise’s participation and innovation in social management through theoretical analysis, document research and case study. The thesis also elaborates the state-owned key enterprises’ major responsibilities in participation and innovation in public service by carding their functions in social management. Based upon it, the thesis concludes state-owned key enterprises’ advantages in social management. Moreover, the writer dissects the current status and puts forward the opinion that the state-owned key enterprises need to enhance understanding, improve system and mechanism, reinforce and optimize mass work, push capacity building, build up harmonious labor relations, promote the power of control and execution, improve information and network management, take advantages of politics and culture, and constantly achieve new results. It makes state-owned key enterprises upgrade the force in security and environment protection, fulfill social responsibility, uphold social fairness, facilitate social and economic development and promote harmonious development between human beings and the nature.
