Research On The Current Situation And The Comprehensive Benefit Of Hefei Instrument Manufacturing

High-tech industry is the strategic pilot industry of our national economy, which plays great role in the adjustment of industrial structure and the transformation of economic growth. Instrument manufacturing is an important part of the high-tech industry, however, according to Hefei third national economic census, the GDP of the instrument manufacturing only occupy 5.3% of that of the high-tech industry. To promote the development of the Hefei instrument manufacturing, this paper discussed its current situation and the comprehensive benefit evaluation, relying on "high-tech industry statistical monitoring system". Firstly, we analyzed the present situation of Hefei instrument manufacturing through comprehensive scale, technological innovation, economic benefit and economic contribution, and we compared it with other capital cities of the five central provinces. The result showed that it had been developing by leaps and bounds in recent years, and the investment growth of human resources and capital had led the synchronous growth of gross industrial output, profits as well as the value-added, but this condition is just above the average in six central provincial cities. Then built a DEA model for power constraint by improving the traditional one, where we chose average employed person, operating costs and power consumption as input indicators, and gross industrial output and total profits and taxes as output indicators. Through the comprehensive benefit evaluation of 12 cities by C2R, BC2 and improved DEA model, we found that Hefei instrument manufacturing industry was DEA efficient with high resource utilization, but at a low-stage developing progress. Finally, based on the above research, we pointed out problems and put forward the corresponding countermeasures and suggestions.
