Jiangdu Agriculture Development Present Situation And The Benefit Evaluation Investment Promotion And Capital Introduction

Based on the development of modern efficient agriculture as the background, this paper will analyze systematically the current situation of the business promotion in8years in jiangdu area from2003,through the business promotion review and reference to the relevant theory. On this foundation, combined with the use of AHP method and grey relation analysis, this paper will also evaluate and analyze the efficiency of the agricultural development business promotion in2009in jiangdu area. According to the above analysis results, this paper will offer proposals such as optimizing the project structure of business promotion, so as to increase the agricultural development business promotion efficiency, improving farmers’ income, speeding up the pace of foreign-funded into agriculture development system and so on.The results have showed that:(1)It has been not stable about absolute scale growth in the development of agriculture business promotion in jiangdu area in recent years. In2004, the agricultural development business promotion annulus comparing growth rate was at around172.15%, whereas in2005the annulus comparing growth slipped to22.93%,200%falls within two years, by2009, the business promotion annulus comparing growth rate had jumped to more than370%and fell to-20%in2010;(2) In project categories analysis, the agricultural development business promotion project categories in jiangdu area has been developing gradually from the crop cultivation and fish breeding to the direction of ecological sightseeing agriculture development. In2003,the agricultural development business promotion project categories formed of crop cultivation and fish breeding industiy, processing industry and other industiy,"three minutes of the world", which the crop cultivation and fish breeding scale was slightly higher than the other two industry,at42.86%, By2010,the crop cultivation and fish breeding had narrowed to33.3%, while other industry jumped to66.7%. and becomed the "two point world," the other categories is composed mainly of ecological tourism projects;(3) In capital types analysis, the use of private capital has been greater than the industry and commerce capital and foreign capital. In2003, the use of capital accounted for28.57%, industry and commerce capital accounted for about28.63%and foreign capital accounted for about42.8%in the agricultural development business promotion, but a few years later, with the exception of8.33%of foreign capital in2009.the capital types was almost the private capital;(4) The fairy town has been the most excellent town in the efficency of agricultural development business promotion respect, but lacked of science and technology training for farmers. By using AHP and gray correlation analysis method, this paper has calculated the weighted relational grade at0.667in fairy town, showing that the town agricultural development benefits have been the most optimal, at the same time, the farmers science and technology training weighted relational grade was at0.34, well behind other towns, showing that the science and technology training for farmers needs to be improved.According to the theoretical analysis and practical research results, this paper puts forward the relevant policy Suggestions:(1)accelerate transformation of idea, promote system innovation:(2)avoid the excessive competition, build up the business promotion cooperation mechanism between governments;(3)Perfect the internal incentive mechanism, strengthen internal staff cohesion;(4)push the infrastructure and other hard environment construction, create beautiful investment environment;(5)improve the farmers’quality and other soft environment construction, create harmonious atmosphere investment;(6)optimize investment structure, promote the steady increase of investment scale;(7)establish investment promotion network information platform, and realize the benefit sharing mechanism.
