The product quality and safety is directly related to the public’s livelihood, which has been focused by the society and the government. In recent years, in order to prevent and reduce the emergence of product-harm crisis, almost every country has implemented various experiments and research with respect to the product injury surveillance. In addition, governmental institutions also have enhanced the strength of this field.According to the figures selected from America, it can be noticed that the surveillance of product quality have reduced the appearance of product-harm crisis to a large extent in recent years. However, through the rapid economic development and the increased kinds of daily products in China, the quality and safety issues of products have been cited as an increasingly serious problem. Therefore, Chinese government has attached great importance to the actions with respect to surveillance of product-harm events. Based on the "Quality Development Program(2011-2020)" published by the Chinese State Council, it can be confirmed that the system of product injury surveillance should be cited as one of the most critical components of Chinese pubic security system, and that the relevant agencies should strength the construction of this system. Moreover, the principles disclosed through the "315" Party in every year also showed the government’s degree of attention in terms of the quality and safety issues of products. Therefore, the establishment of a perfect product injury surveillance system should be implemented urgently. However, this kind of system with Chinese unique characteristics needs to support of information analysis technologies. Hence, the principle of this paper is from this perspective.In this paper, the information analysis technology, especially the qualitative comprehensive decision-making methodology, is applied to the sorting operation of product-harm issues and the assessment of product safety risk, in order to comprehensively and objectively evaluate the risk of product quality and safety aspects with various perspectives. Specifically, following research has been implemented by this paper:1, a new evaluation index with respect to the product injuries is constructed through a comparison analysis with the product quality surveillance systems and indexes of some developed countries, such as the Europe Union and the United States, in which the grey correlation analysis approach is applied on the evaluation of injury severity. In addition, the principle employed is based on the systematicness and practicality, and the data with respect to product injury surveillance system. Furthermore, the clustering analysis is also implemented on the product-harm field aiming to clearly divide the level of injuries. The results of empirical tests show that the proposed model could relatively assess the degree of product injuries, which can provide some technical supports and scientific advices to the management agencies of product quality and safety.2, in the meantime, this paper also establishes a risk warning model based on the system mentioned above and the time-series figures from pilot hospitals in order to predict the changes of product quality through the evolution of product-harm crisis, and to enable the relevant state departments to take measures to reduce the quality risk of products.
