After the reform and opening-up, the automobile industry policies of our country are having drawn more attention.Now it already has been one of the most powerful industries which effected our economic developments. Which are promoting local economic developments before, are both dominated by government and the most important is market on subject behaviors. China’s automobile industry in the early stages of development, has executed the strategy of "market for technology" and attract a lot of foreign direct investment(FDI), but after that, enforcing independent innovation is the first task of our automobile industry. So the first and most important thing is to increase the technology of innovation practice. Integrate the xx resources and make industrial policies. Eventually, our automobile company sell its own cars overseas, which can translate into profits over the longer term.The first chapter of this dissertation is an introduction to expound the research to our country policy of exchanging market with technology of the background and summarized it. Also points out the problems needed to be studied.Chapter 2 presents a reviewing of the progress of the ’Market for Technology’ policy, and a particular analysis of the periodical achievement. In addition, the relevant research and theory are also discussed in this section; the main research orientation focus on a definition of spillover effect theory of international direct investment; an analysis of the essential factor of ’Market for Technology’ policy, including the integrant precondition, the scheme, the method and the influencing factor. The analysis leads to a fundamental theory for the following research. Furthermore, a comparison based on the development history of policy related to automotive industries between a number of developed countries, such as German, USA and Japan, and several developing countries, for instance Korea, Brazil and India. In parallel, analyzing valuable policies which can be used for reference for the current stage of Chinese auto industry. Considering China’s automobile industry is in a certain condition of preliminary stage, protective and sustaining policies published by government play a significant role in developing stage. However, in order to stabilize the perennial development planning, the core elements are to grasp the pivotal technology, to independent innovation and developing a independent industry chain based on China’s national condition. Illustrates the analysis based on a number of case studies. Considering the transformation from the primary ’Market for Technology’ policy of China’s automobile industry to the mode of joint adventure and cooperation between companies, analyzed the market occupancy of domestic automobile proprietary brand.
