Since the rise of project management theory and practice in the fifties of the 20 th centur y, the production and management of modern enterprises are more and more in the form of pr oject development.The production and operation of the highway construction enterprise of ou r country almost entirely are constituted by the projects. With dozens of years,it is rapid deve lopment and increasingly mature, it is also facing more fierce market environment. As the cor e of enterprise benefit creation, the project of highway construction enterprise is the promotio n of its management efficiency, which is noticed by more and more by enterprises.. But the pr oject management of highway construction enterprise pays attention to the cost management,quality management, despise the project human resources management, and as the project mat erial resources, the user is the project leader,which the management and configuration is a dec isive factor to the success of the project. The human resources management of the highway c onstruction enterprise project of our country, especially the allocation of the human resources of the project, is not scientific and reasonable, which seriously restricts the improvement of th e level in project management. For this reason, this article carries on the research to the probl em and the countermeasure of the human resource allocation in the highway construction ente rprise project.Based on the human resource management and allocation,project management theory,combined with the research status at home and abroad, according to the actual project situation of company Z, the paper analyzes the problems existing in human resource allocation of the highway construction project from project management development needs,the concept and system factors, project human resource allocation departments setting, project organization structure, human resource structure, project recruitment and training, incentive mechanism, corporate culture and other aspects. Then on this basis,the paper proposed the strategy of project human resource allocation from the following aspects:changing the traditional concept and mechanism, setting up special human resource management department, optimizing the personnel structure by using position and person analysis,improving the staff recruitment and training,consummating the incentive mechanism, etc..Finally, apply the strategy of project human resource allocation to the Linzhi Airport Road Project of company Z.Based on the research of human resource allocation of highway construction enterprise,the paper put forward the strategy of human resources allocation with industry characteristics, hoping to provide a reference for the highway construction enterprise, but also providing a futher practical basis for the theory.
