In china, it’s an important things for economic and social development to promoting the new urbanization and the urbanization of farmers. It’s the inevitable requirment to set up the scientific concept of development and achieving the comprehensive well-off. With the development of urbanization, urban and rural areas, even the gap between residents and farmers, social contradictions continuously emerging. In our country, millions of farmers leave dulling and boring farming to join in the bright and coloful city life, most of them came to the city just alone, live in squalid house, doing dirty work. Even now, they still can’t get basic security. As more and more farmers live in cities, how to leting the farmers live in the house as the same with urban residents, help them integrate into society. It’s one of the greatest economic and social challenges with our country.This article to consider how to let more farmers implementation identity status, career making a new transfer, narrowing the social members in the distribution of wealth,opportunities and the difference between public services, enhance the social recognition. We found that urban-rural dual structure is the original reason for the problem of peasant’s citizenship, the defects of rural land system is the originally economic reason for hinding peasants’ citizenship. The ambivalence between citizens and the main body making decision in policy causes to the identitytrouble and awareness barriers for villagers. The defects of villagers in qualityalso increases the difficulty of its role’s conversion.Combining international experience and our conditions, we can give following advices on promoting the process of our farmers’ citizenship. Such as to establish a more healthy land expropriation compensation system, perfecting the social security,increasing government guarantee, ect.
