Exploration Of Rural Housing System Reform In Ningbo

In recent years, with the rapid development of Ningbo’s economy and society, and the rapid advance of urbanization and industrialization, some uncoordinated questions appeared in the process of urban and rural development. At the same time, the urban and industry are in urgent need of construction land, leading to land resources being increasingly scarce. This will be a serious impediment to the implementation of urban and rural integration. Coexist with the above phenomena, is the tension supply and waste of rural homestead, parts of farmers not in the process of housing security, farmers’ rights and interests violated when land expropriation, land circulation mechanism not free, lack of the rural residential environment construction. All these reflect the defects or imperfection of our current system of rural housing, or not match with the development of times.Rural housing system reform is advantageous to the economical and intensive utilization of land, improving farmers’ living conditions, expanding investment and consumption demand in rural areas, promote the integration of urban and rural, therefore the rural housing system reform is imperative.Take the typical representative of economic developed area, Ningbo city, China, as an example. First of all, the historical evolution of China’s rural housing system were sorted out and summarized, pointing out the necessity of rural housing system reform. Then through references, field investigation and visit to government agencies, on the basis of in-depth investigation and analysis of rural housing system in Ningbo, it found that rural housing system has a series of problems. Then from several aspects of experiences of domestic rural housing system reform, conditions for rural housing system reform and development of pilot projects, the current status of rural housing system reform was analyzed. According to the condition of villages, level of economic development and land utilization situation, combined with the construction of city, small town, central village and village, the model of Ningbo rural housing system reform and the supporting measures were put forward at last.The system of rural housing in our country is essentially unchanged since the founding of our country. It ensured the stability of rural society, and realized the majority of people enjoying the housing and the improvement of living conditions, but all sorts of malpractices also increasingly exposed. Traditional rural housing system need to be adjusted.(2)The analyzing the prospects of Ningbo rural housing system reform shows that it has been relatively mature to carry out rural housing system reform. Other regions such as Tianjin, Chengdu and Jiaxing city have accumulated certain experience, which also provide a good reference for the reform of Ningbo.(3) Four types are put forward, namely the homestead finishing type, the whole village relocation type, joint construction agglomeration type and concentration of solution type. The application of the four types is presented. Supporting measures were also put forward. they are scientific planning, intensive economical use of land, to improve the system of homestead, to promote the reform of the rural property right system, to build system of rural housing security and the protection of the rights of farmers and the village collective.
