Research On The Performance Of Rural Homestead System Reform Based On SSP Paradigm

In recent years,with the rapid development of economy and the accelerate promotion of the industrialization and urbanization in China,the phenomenon of rural hollowing is becoming more and more serious,and the problems of rural homestead are becoming more and more obvious,such as rural homestead's difficult obtaining,extensive using and blocked exiting and so on.In 2015,under the background of srious waste of idle rural homestead and shortage of land resources,the central government began to pilot the reform of rural homestead system.Based on the field survey of Yujiang county in Jiangxi province(a pilot county of the rural homestead system reform),this paper aims to make a systematic analysis for the performance of the rural homestead system reform by using the "Situation-Structure-Performance"(SSP)paradigm,and put forward countermeasures and suggestions for implementing the rural homestead system reform smoothly.This paper adopts the literature method,questionnaire and statistical method,game theory method.Firstly,the situation of the rural homestead system reform is analyzed,and the characteristics of the homestead are analyzed from the perspective of personalization,ethics and endowment effect of property.It is concluded that farmers will regard the homestead as an ancestral property of successive generations,which leading to the interdependence among the farmers,the "privatizing imagination" of the homestead's property rights,and mutual recognition of migrants belong to the legal household registration.Secondly,the structure of the rural homestead system reform is analyzed.On the one hand,this paper analyzes the composition of the system from the static point of view,and analyzes the conflicts between the formal system of the rural homestead system reform and the informal system that has existed and played the role in the rural areas.The conflicts are mainly in the age of apply for a household registration,the migrants' construction qualification in rural areas,the disposition of the migrants' old homestead,the disposition of inheritance homestead,the area of the homestead,the definition of the courtyard and the area of courtyard.On the other hand,this paper analyzes the operation of the system from the dynamic point of view,and from the perspective of game theory this paper analyzes the power bargaining between the county government,villagers self-autonomy committee and farmers three subjects of right in the implementation of the rural homestead system reform.Coming to the conclusion:the executed object of the rural homestead system(the villagers self-autonomy committee)will implement the formal system in a direction conducive to the informal system,strike a balance between the interests of the county government and farmers,and tend to protect the interests of farmers that its original state.Finally,the performance of the rural homestead system reform is analyzed.In the ancestral property view which is the situation of the system,the three subjects of right have been met to a certain extent after the game of the system structure.But there are still some problems.By analyzing the benefits and costs of the three parties,this paper concludes that the interests of the farmers are protected in the rural homestead system reform,and it should based on the interests of farmers to comprehensively promote the reform of the rural homestead system.According to this,the government is suggested to implement the rural homestead system reform and enhance its performance from the following four aspects.First,actively propagating the rural homestead system reform and changing farmers'ancestral property view.Second,perfecting the village planning and following up the follow-up work after returning the idle homestead.Third,improving the incentive measures and supervising the implementation of the rural homestead system reform.Fourth,building the information management platform and implementing the modern management of rural homestead.
