With people’s living standards improving, making them the pursuit of quality and safety of food is increasing, thus contributing to the further development of cold chain logistics. Recently,the logistics industry promoted the cold chain logistics, which is "the first one kilometer" and "the last kilometer",can be seen in the development of cold chain logistics more and more attention and refined. But it also shows the level of cold chain logistics development relatively backward, equipment and other infrastructure are not advanced enough and the relevant laws and regulations are not perfect extremely, so that the development of cold chain logistics caused a great deal of waste. As the same time, because of the fruit, vegetables and aquatic products chain products unevenly distributed geographically, Therefore, select the appropriate cold chain logistics distribution center, arrangement reasonable delivery path, it is possible to improve the operating efficiency of the entire cold chain logistics, reduce cargo damage guarantee quality, thereby reducing overall operating costs, promote the rapid development of cold chain logistics and health.In this paper, considering the characteristics of the food cold chain, location and transport routes for distribution arrangements to limit the time window, and construction of the distribution location and route optimization level programming model of food cold chain logistics, upper distribution center location model, lower constructed transportation and distribution path model. This two-tier model of mutual restraint and promote each other, making the whole optimization optimal total cost is minimized. Based on this model, the model chosen for genetic algorithms to solve, and improved design. Finally, a specific case was solved by Network Optimization Algorithm software to give the best results.
