How to enhance cost control over projects in the total life cycle has become an important issue that mattered much for national interests as the government increased its investment in constructing cities and new rural areas these years. A state-owned investment project shall go through a process of cost accounting and control, including initial investment estimation, preliminary design budget estimation, budgeting and settlement, among which the construction drawing budget is the most critical. Different from investment estimation, design budget is merely estimated as references in controlling project investment. It doesn’t directly determine the investment in a project and the engineering contract price, but is also fundamental for settlement upon the completion of a project.Although Garden Engineering is quite important for engineering construction, it is more difficult to control its costs and manage it compared with architectural installation projects since it is associated with arts and aesthetics. In reviewing the tender price control for green landscape project of CX Cultural and Business Center, disputes were incurred about reasonable price of seedlings. In subsequent follow-up survey, many problems with design, management and construction were discovered.The paper summarizes the problems of budget management through elaborating the case of budget management of Cultural & Commercial Landscape Project in CX city, conducts theoretical analysis on the status quo of governmental investment project management at present, concludes some common problems in budget management of governmental investment projects at current, proposes a series of improvement suggestions, and draws some conclusions for the purpose of providing certain references for governmental investment project management.
