Research On Risk Factors Response Measures For Cost Of Photoelectric Development Center And Production Base Relocation Project

With the development of our national economy, land resources are becoming more scarce and the center city, the price of labor is high, the production cost of manufacturing enterprises are rising sharply, bring great pressure to the development of enterprises. Enterprise under cost pressure, have taken the production base relocation mode to realize its sustainable development. However, people in the process of enterprise production base, but also faces many problems, R & D and production base relocation, must cause the change of production cost. Compared to the mainland, the eastern part of the human cost, supplier replacement cost, regional climate caused by rising costs, the ultimate effects of rising production cost and how much risk and loss of competitiveness also exist. Therefore, the manufacturing enterprise production base relocation project cost, control the risk factors of cost management, reduce the relocation caused by rising production costs, product quality risk, to improve the economic efficiency of enterprises, has important value and significance to enhance the core competitiveness.There are many factors that affect the cost of the project, this paper combines the project cost control and risk management theory, through the identification, analysis and assessment of the risk factors of cost control, and puts forward the corresponding measures of risk control cost. In this paper, taking Shanghai Apresys optical precision Co., Ltd. R & D center and production base relocation project as the research object, combined with the characteristics and cost management objectives of the project, analysis of key factors influencing project cost, identified 17 risk factors affecting the project cost control; AHP, to evaluate risk factors for probability and the influence degree, according to the risk value to find out the risk factor which has the greatest effect on the project cost control; the replacement of supplier induced a substandard product risk, recruitment costs change risk, transport risk and wage costs rise risk is the main risk factors of the project cost.For the project, the risk is an objective exist, enterprises must take active measures to effectively mitigate risk. In this paper, combined with the actual situation of Shanghai into optical precision photoelectric Co. Ltd., and puts forward some concrete measures for cost control, the risk factors response measures were summarized, mainly through the cost control of project.
