Especially in recent years with the continuous improvement of public environmental protection consciousness, project environmental factors also gradually become an increasingly critical factor in the construction of power project. Many domestic and oversea power projects had been terminated halyway due to this environmental factor. 。Because of its great investment, numerous participants, complex contractual relationship, when one executing power plant project be terminated halfway, it is a realistic issue that how all involved parties to work out a complete, compliance, reasonable and operability of claim proposal in the limited time, which is the pre-condition for all parties to reach the agreement on claim proposal as soon as possible then to avoid losses of their own interests as less as possible.The research of termination claim method for power plant project has been carried out with one referenced project basis and relative theory, and its purpose is to try to find some applicable generally methods for this kind of claim, which is might be helpful for Chinese enterprises in the future for similar case of executing power plant project be terminated halfway.The research background and significance, content and method have been introduced at the beginning of this thesis, then concrete analysis and research on forming complete claim proposal have been followed-up by systematic methods based on one referenced project: the evaluation indexes and the structure of this claim proposal were cleared firstly, then the basis and forming process of preliminary claim proposal were discussed, after the analysis on prelimanry claim proposal the optimization direction and recommended measures were presented, then final claim proposal was finalized. In the whole process of claim proposal forming the mothod of theoretical analysis and research has been applied to work out one applicable generally method of this kind of claim: firstly to clear the applicable claim scope and basis, to make the claimed items specified; secondly to form claim proposal according to different stages, different categories, and different natures of all claimed items, also four evulation indexes of timeliness, rationality, compliance and operability should be considered all the way to evaluating and continuous improving the claim proposal.
