| In the 21st century,the International Project Construction Services are thriving,and China international project contractors are increasingly active in this market.With the development strategy of "One Belt and One Road" and the goal of fostering the world-class enterprises with global competitiveness,China international project enterprises will continue to undertake international projects and will keep upgrading and transforming in order to enhance their global competitiveness.International project claim management is an inevitable requirement for international project enterprises to gain international market and achieve international development.Establishing an effective claims management structure can better protect the contractual rights and interests of china international project enterprises and reduce the contractual economic loss,but also further enhance the high management level and global international competitiveness of them.At present,China international project enterprises have gradually attached importance to the international project claim management,but most of them focus onthe identification of claims opportunity and the handling of claims.However,the research on the key elements of international project claim management and effective claim management structure are still scarce.Clarifying the key elements of claim management and establishing a systematic structure for claim management can effectively enhance the efficiency and effectiveness of claim management.Based on the practice of international power project,this paper studies the key elements and system structure of international power project EPC contract claim management.The main contents include the following three parts:The first part includes the chapter 1 and 2 of this article,mainly analyzes the problems of international power project EPC contract claim management,that is,the weakness sense of claim,ineffective identification the claim event,the lack of a systematic claim management process and the little excellent claim management personnel.In view of the above research problems,the existing related literature has been sorted out,and identified the key elements of claim management and proposed one model of claim management based on Hall three-dimensional structure theory,which provide the theoretical basis and support for the follow-up research.The second part is the focus of the article,including Chapter 3 and 4.The main contents are to identify and study the dimension and three-dimensional structural model of international power project EPC contract claim management.First,based on the previous research literature and practical summary,and specified the key contents of event,process and person dimensions in this structure.Second,combining with the methods of system analysis and system modeling,this paper analyzes the operational relationship of this three-dimensional structure.Third,through the knowledge of project management,the main methods of enablement the operation of the three-dimensional structure of claim management are discussed.The third part includes Chapter 5 and 6 of this paper,mainly combined with the practice of claim management of S Company's Saudi Aramco power project,further detailed content of the event,process and personnel dimension and confirmed the applicability of the three-dimensional structural model.Finally,the conclusion of the article is summarized,and the inadequacies of the study and the thinking of the follow-up study are put forward.Through the research of the above mentioned,this paper discusses the structure of international power project EPC contract claim management,analyzes the key elements of claim management in EPC contract and establishes a three-dimensional structural model of claims management based on Hall three-dimensional structure theory.Further improved the research methods of international power project EPC contract claim management and effectively enhanced the efficiency of claims management of S Company's Saudi Aram power station project.This study can also provide a reference for China international project enterprises in similar project to plan,implement and control the claim management. |
