The power is an important fundamental industry of national economy. The thermal power accounts for 80.3% the entire national power. China's energy structure determines the power structures by thermal power primarily will exist for a fairly long time. Thermal power plants construction project involve wide, type of period, tight, cross more complex, and working procedure much homework assignments is difficult. It is the wide adopting of high efficient and clean device in last few years that makes the stricter requirements for the quality of the construction engineering. The high efficient and clean device including ultra-supercritical technologies, integrated gasification combined cycle technology and pressurized fluidized bed combined cycle technology. Therefore how to improve the quality of thermal power plant construction project, develop an effective quality control, realize diversified, clean and efficient developing is a problem which should be solved urgently. The main content of this paper are as follows:First of all, introduce the connotation and characteristic of the terms which is related to the engineering quality control, and the formation of quality and the influenced factors of thermal power plant construction project. Then analysis the characteristics of the thermal power plant construction project in detail. On this basis, demonstrate the quality characteristics of the power plant construction project. According to these characteristics proposes a control chart which is suitable for the construction phase of thermal power plants construction project. Finally, explain the setting principle and method of lower control limit and up control limit in detail.Secondly, focus on quality control during construction. The quality control of thermal power plant is analyzed from the perspectives such as the factors affecting construction, the forming pathways of real project and the quality forming process. The supervision engineer's method, principle and basis during the construction phase of project are introduced. The author's practical work experience is taken as an example to apply the above theory. Control chart method is used to control quality of masonry flatness and then x ?R control chart is painted. From the analysis to the figure, the results that construction production is normal and process is in a stable state could be concluded.Finally, in the light of the construction engineering quality control to thermal power plant, evaluation index system for supervision engineer to review the contractors'construction scheme is proposed. The fuzzy comprehensive evaluation method is used to evaluate the construction scheme, multi-level comprehensive evaluation model is established. Through the analysis of example, the correctness of fuzzy comprehensive evaluation method is proved, construction scheme is evaluated to be reasonable and feasible.
