The Research Of Goal-setting Practice During Two-wheel-driven Reform

Objective is the achievement and result what people expect, and every individual has its own objective as well as each organization. With the change of economic development pattern, the reform of administrative system as well as the promotion of service-oriented government construction, Chinese government has occurred to tremendously changing objectives.The introduction of the goal-setting theory and the practice of MBO not only provide more diversified, creative and effective research perspective and practical fundament, but also gradually are accepted by more and more public sectors.China Taxation Bureau nowadays has experienced the important shift from tax revenue realization to new challenges which refer to scientific development, improved taxpayer service, and enhanced risk control. According to this background, Shanghai Taxation Bureau has then undertaken thetwo-wheel-driven reform which includes and aims to both risk control and taxpayer service, in order to promote the round performance of taxation bureau in the end.This thesis aims to analyze the real process of X District Taxation Bureau’s two-wheel-driven reform which is based on the goal-setting theory. With the current concrete consequence and deepen thoughts of the application, this thesis also aims to reflect more effective methods during the goal-setting practice in taxation bureau so as to promote service efficiency, optimize internal human resources management as well as contribute to other public departments.
