The Research Of Quality And Safety Guarantee Ability Evaluation Of The Export Enterprise Based On Government Regulation

After over 30 years reforming and opening-up, especially China’s accession to WTO, China’s import and export trade has rapidly developed. According to the latest data from the General Administration of Customs, China’s import and export trade was 4.16 trillion US dollars in 2013, surpassing the USA for the first time and becoming the biggest country of global merchandise trade. Export trade plays an important role in national economic development, and becomes one of the main factors of driving China’s economic development rapidly. At present, part of product quality of the export enterprises is at or near the world leading level. However, because of the low capital of domestic technical ability to guarantee and the lack of social integrity, the overall quality of the exports is still in low lever. The products are returned and notified frequently, and even appear serious security accidents for the quality problems. Though investigation,it has been found that the main problem of these enterprises are inadequate control of internal production process, the irregular quality and safety management and the insufficiency of the guarantee of quality and safety.This paper analyzes the present situation of product quality and safety of the practice of he Entry-Exit Inspection and Quarantine Bureau at home and abroad. Using of quality management, performance evaluation and government regulation theory, this paper attempts to develop an index system which can evaluate the whole manufacturing process and the quality management of national export enterprises. Combining DELPHI and AHP, this paper confirms the two class indicators and the index weight of the index system after three rounds of expert consultation. First of all, screen and revise the index and confirm all various level index of the draft by DELPHI. This screening is divided into two rounds. Then, according to AHP, confirm the relative weights of the indexes on the same level. At last, work out the combination weight of the entire index to overall objectives. The weight of all various indexes is worked out by weighted average method.In this paper, the index system includes quality management foundation,technical management, process control and inspection, equipment and measuring instruments, the index of safety and civilization of production, five first class indicators and twenty-one second class indicators of safe and civilized production. Covering all the factors of safety production and quality management of export enterprises can be used to evaluate the quality and safetycondition of the export enterprises. According to the result of export consultation,work out all the index weight, this can be seen in Table 4-5 and Table 4-6. Based on the index and index weight, establish a comprehensive evaluation model which is used to evaluate the quality and safety guarantee ability of the export enterprises.The result in this paper demonstrates that the conditions of quality management of the exports enterprises are directly related to the quality and safety of the export products. Establishing the index system can scientifically evaluate the quality and safety of the export enterprises, which is also an effective method to promote the management of the production quality of the enterprises and ensure the quality and safety of the exports. According to the evaluation result, the Entry-Exit Inspection and Quarantine Bureau use different ways on how to supervise and what to focus on, which can assign the management resources more reasonably and maximize the supervision effect.
