Study On The Supervision Of Grain Quality Safety In N City

Food security has always been a major strategic issue related to China's national economic development,social stability and national independence.The banner of the report of the 19 th National Congress of the Communist Party clearly pointed out that "to ensure national food security,the Chinese people's rice bowl firmly in their own hands".Grain quality and safety is an important part of food security,which is linked to agricultural production safety at one end and food safety at the other.Although grain quality and safety have been paid great attention to all parts of the country,grain quality and safety can't be said to be in a controlled state.If we do not further strengthen the grain quality and safety supervision and risk monitoring,improve the grain quality and safety supervision system,its development trend is also inconceivable.In this paper,N City Grain Quality and safety supervision as the research object,the use of government function theory and market failure theory of N City Grain Quality and safety supervision issues were studied.Through systematic analysis and case analysis,it is found that there are some problems in the supervision of grain quality and safety in N city,such as loopholes in the supervision of key links,inadequate ability to inspect and monitor grain quality,inadequate prevention and response to hidden dangers of grain quality and safety,and great difficulty in the supervision of grain circulation market,etc.The reasons for the problems are that the supervision of grain quality and safety is not standardized,the construction of inspection and monitoring system of grain quality and safety is imperfect,the prevention and emergency handling mechanism of grain quality and safety is imperfect,and the supervision and restriction of grain circulation market is lacking.In view of the problems and reasons found,This paper points out that the supervision of grain quality and safety in N city should be based on the following countermeasures: strengthening the supervision ability of grain quality and safety,perfecting the inspection and monitoring system of grain quality and safety,establishing and perfecting the risk monitoring and emergency handling mechanism,implementing the system of grain traceability and recall,and creating a good environment for grain circulation market to improve the supervision system,and promote N city to realize the overall goal of "organizing a network,monitoring full coverage,supervision without blind area,system without risk".
