| Liquor is a unique distilled liquor in our country.Sichuan people have more than three thousand years of experience in brewing liquor.It is currently an important part of Sichuan food industry products.In recent years,the liquor industry has seen quality and safety problems such as plasticizer pollution,alcohol blending,and misuse of additives.On the one hand,it has exposed the hidden dangers of the profit-based business philosophy of liquor manufacturers,and the lack of quality and safety control has seriously disrupted our country.The safety management order of the market economy poses a threat to the health of consumers.On the other hand,it also reflects the loopholes in government supervision,which makes the subject and object of supervision appear to have deviations and omissions in the response process,leading to the government’s response The low level of capabilities of enterprises and the public does not reflect the functions of a service-oriented government;in addition,it also reflects the lack of awareness of social organizations and the public to safeguard their own rights and assume social responsibilities.Therefore,in order to ensure the quality and safety of liquor products,safeguard the legitimate rights and interests of consumers,and protect the health and safety of consumers,this article puts forward countermeasures and suggestions on how to improve the quality and safety of Sichuan liquor in supervision response.The solution idea of this paper is to find out the problem-analyze the problem-learn from experience-solve the problem.This paper mainly focuses on the response ability of liquor quality safety supervision in Sichuan Province.Firstly,the background,significance,research status at home and abroad,the definition of liquor quality safety supervision and response supervision and other concepts are summarized.The theoretical basis of this paper is expounded and the theoretical framework of reactive regulation is demonstrated.Secondly,through literature research,questionnaire survey and interview research,comparative analysis research and other methods,the author found out the problems in terms of government regulatory response effectiveness,self-supervision initiative of liquor production enterprises,social organizations and public response willingness and ability.At the same time,according to the response ability of these three regulatory bodies,the paper analyzes the causes in detail,and summarizes the defects of the government’s regulatory system,the unsound self-supervision mechanism of liquor production enterprises,and the lack of social organizations and the public’s ability and consciousness to participate in social supervision.Through using advanced regulatory experience both at home and abroad,and combining with the actual situation of Sichuan region of the government,the liquor production enterprises,social organizations and the public put forward to promote the response ability of regulatory measures and the suggestion,suit to smaller government in our country,decentralized control,decentralization and regulation,optimizing the service policy initiatives;It provides practical basis for liquor production enterprises to improve their own quality management system and implement self-supervision,and also promotes the fairness and stability of the market and stimulates the vitality of the market.It also enables those Non-Governmental organizations and the public to shoulder their social responsibilities and participate in the supervision of the quality and safety of Liquor and other food products,which strengthens the coordination and progress between the government and these social supervision forces and improves the quality supervision and response ability of Sichuan Liquor production link. |
