Analysis On The Application And Evaluation Of Industrial Regulation In The Policy Design Of Forestry

As the air pollution becomes more and more serious, people begin to realize the importance of the ecological function of natural resources. while forestry resources has great ecological,economic and social value, it has important significance to improve the environment and the sustainable development of society and resources.Based on the current status of the forestry policy evaluation, points out that the existing forestry policy has problems can be seen in the economic, ecological, social benefit indexes, and this article try to improve and construct forestry policy. And through the game analysis on policies design stakeholders’ behavior of concrete analysis to provide details on the advice for policy design.On this basis, this paper respectively analyzes the building of forestry policy in Anhui province on the feasibility of the application of analysis and evaluation. The results showed that:(1) forestry carbon tax policy, forest certification, forestry cooperative economic organizations can play an effective protection, forestry development in the economy. In the study of this article, by starting from the perspective of three aspects of industry regulation, combining with effective foreign policy for reference, this paper argues that three of the above policies have incentive effect, and meets the designing principles of forestry policy, has practical significance for the forestry development.(2) the analysis of the case in Anhui Province, this paper based on the grey correlation analysis of forestry carbon tax policy, the result show that the correlation degree of each index and carbon tax, the basic level is between 0.64 and 1, the effects of carbon tax on forestry economic, ecological and social is very important. Secondly through SWOT-AHP method on the analysis of forest certification policies, the consistency ratio CR = 0.058 < 0.1, demonstrate the feasibility of its application in Anhui province. Finally, through the incremental NPV(Δ NPV)calculation, this paper argues that the forestry cooperative organization policy in Anhui province application feasibility is higher, can effectively promote the income of forest growth.(3) in this paper, on the basis of the regulation theory, through the analysis of game theory and case application evaluation in Anhui province, has been clear about the policy of promoting significance, and the forestry policy designed to give the following suggestions: clear tax content,promote the construction of forestry; establishing forest authentication mechanism, intensify the building of the government; clear forestry cooperative organization, build a community of interests.
