Through the analysis of Level 3 authorization mechanism, the board of directors and the union of the state-owned enterprises, it comes to the conclusion that we need to establish the perfect system of supervision and restriction mechanism, concluding strengthen the supervision role of the board of directors, the union and inner-party supervision.
