The Current State Of Problems And Countermeasures To The State-Owned Enterprise On The Anti-Corruption Construction

In order to make the national revival of Chinese dream to come true, anti-corruption construction is a long and arduous mission when facing the current situation of state owned enterprises. The mission is the key to achieve the consolidation of the Chinese Communist Party's governing roles and to the success of the reform of state owned enterprises. Currently, there are many existing problems when implementing anti-corruption policy to state owned enterprises. The existing problems can be people with higher position abuse power for corruption and bribery, and misappropriate of state property; people at management level are spendthrift and ta ke the advantages of state owned property and cause the l oss of stat e assets; the violation of remuneration regulations when issuing and impersonating bonus, and withhold wages from employees; the formation of nepotism causes pl undering the profits from state o wned business; party members and cadres still have serious problems with working style. All these problems are caused by many reasons including imperfection of enterprise system, improper implementation of a nti-corruption construction to party member, improper education of party members, and overconcentration of power and lack of deterrent punishment to party members. In order to overcome all the problems and implement the anti-corruption construction to state owned enterprises in a n effective and proper way, party members, employers and implementers must respond the implementation with a positive attitude. First of all, keeping zero tolerance when facing corruption and violation of reg ulation and law; secondly, improve the anti-corruption system, employment system, management system, audit system and fi nancial reporting system to eliminate corruption by relying on the improved systems; moreover, focus on the enhancing of supervision within the party and from outside of the party to form an anti-corrupted supervisory mechanism; lastly, emphasis on the anti-corruption education system and build a strong “not to corrupt” attitude and moral line to form an anti-corrupt value in order to achieve the purpose of combating corruption.
