A Sociological Study On The State-owned Enterprises' Anti-corruption Execution Ability

The execution ability of the anti-corruption system is an important component of the state-owned enterprises' anti-corruption campaign.The strength of anti-corruption execution has a direct impact on the achievement of its strategic objectives.In recent years,series of corruption cases show that the anti-corruption execution strength of the state-owned enterprises is obviously inadequate,and this is just the reason why the corruption events in state-owned enterprises happen from time to time.The anti-corruption system exists in name only.This situation has a great influence not only on the achievement of state-owned enterprises' anti-corruption principles and policies, but also on the laws and regulations.It reduces the efficiency of the fight against the state-owned enterprises' corruption,and also affects the construction of the anti-corruption system in state-owned enterprises.These phenomena have damaged the image of the state-owned enterprises and even our country.At the same time they also greatly hinder the development of state-owned enterprises.The poor execution ability has been the major problem of state-owned enterprises' anti-corruption campaign.At present, the development of state-owned enterprises has entered a new phase.The 17th national congress of the communist party of China has put the anti-corruption campaign on the agenda,and strengthening the execution ability of anti-corruption system will be the main task of the state-owned enterprises for a long time in future.Therefore,it is very significant to find out the factors which influence the anti-corruption execution ability of the state-owned enterprises on the basis of the factual practices.Literature research and questionnaire survey have been used in this paper.It points out that the anti-corruption execution ability of state-owned enterprises is an "integrated force" which was been interacting with the mechanism of the state-owned enterprises in terms of its implementation mentality,implementation tools,implementation role and implementation process.The paper reveals the reason and the problems existing in anti-corruption execution ability by analyzing the factors which influence the state-owned enterprises' execution ability.At the same time,it also tries to build an effective model of the anti-corruption execution so as to make recommendations and to put forward measures to enhance the execution ability:establish an anti-corruption corporate culture and change the staffs' negative attitude from consciousness;constantly improve the system design,implementation and protection mechanism,try to reduce the adverse effects brought out by the lack of the implementation tools;strengthen the employees' role-learning and role-playing skills so as to enhance the execution ability; establish a practical anti-corruption goal;designate the responsibility of all departments, standardize the case-handling procedures and measures.
