Project schedule and cost control is an important goal of the project management, and runs through the whole process of software project management. However, the success rate of software projects is not high because some reasons, such as project reworking, cost overrun, schedule delay, and cancelling of the project. This is mainly due to the high demand changes of software project and rework frequently. With the rapid development of information technology, the correlation between elements of a software project is more and more strong, and meanwhile, the demand of project integration management is becoming more and more important.Moreover, project managers are hard to fully realize the process state of the project because of uncertainty. Therefore, those risks in the life-cycle constitute some potential threat to the cost and schedule of the project. In order to solve this problem, more and more scholars deeply involved in the theoretical research of ‘earned value method’, and at the same time, application of the ‘earned value method’ has expanded from the engineering projects to other projects. However, deviation index of the ‘earned value method’ cannot explain that whether the cost and schedule variance is within the scope of the project control. It means that there will be invalidation if significant deviations happen. This is why the ‘earned value method’ is been used very few in software project management process at present.Firstly, on the basis of the earned value method improved by the scholars Javier in Spain, this study will perfect cost control and schedule control by further studying of project risk management and the buffer theory. Secondly, exclusive buffer method will be proposed to control the risk of rework according to the characteristics of a software development project. Meanwhile, building the software project cost and schedule risk control process, author use the improved cost control and schedule control indicators to monitor the process. Finally, a numerical example will be used by author to verify its feasibility.This study is the expansion of the ‘earned value method’ and in-depth, which can solve two problems of the traditional ‘earned value method’: the first is to establish indicators to determine whether project cost and schedule variance within the scope of the risk control; and secondly, when the improved earned value indicators been used in the software development project, considered the problem of frequently reworking in software development project, which can promote the accuracy of monitoring.
