In order to expand the market space, ICT (Information Communication Technology) project has become a new hot spot service for telecom companies. However, take the company that the author works for as an example, inadequate capability of project schedule management, high deferral proportion of ICT projects, and low customer satisfaction have brought about negative influence to the company’s brand image.Schedule management is the important component of project management. An appropriate planning and effective progress control are critical to ensure projects to be completed in time as expected by customers. Critical Chain, as a new method of schedule management, has been successfully applied in practices. Its main purpose is to consider resource constraints as important as logical dependency in procedure arrangement and introduce buffer mechanism based on the theory of Risk Aggregation, therefore absorb the risk of project delay by setting up a general buffer and conduct process control by monitoring the buffer.In this thesis, Critical Chain method was applied into the schedule management practice of the Hailing District Public Security Monitoring Project. First of all, the thesis conducted in-depth research in schedule management, expounded the methods of schedule plan and schedule control, analyzed the limitation of net work planning technology, indicating that schedule plan without considering resource constraints would be unreliable and unstable. Furthermore, the thesis discussed the theoretical base of CCPM (Critical Chain Project Management), expounded the identification of critical chain, the settings of buffer, the mechanism of buffer management, and pointed out the problem of inaccuracy when applying CCPM to the time estimation, proposed to integrate the network planning technology with CCPM, and improve project schedule management. Finally, the thesis applied the improved CCPM to the real case, by identifying bottleneck resource, confirming critical chain, setting up buffer, drawing up project schedule plan, and carrying out schedule management through buffer monitoring.The application result shows that the improved CCPM achieved higher reliability and stability than traditional project scheduling methods; therefore it promises the bright future of applying critical chain to the planning and control of ICT projects in telecom companies.
