With the development of world economic globalization and constantly progress of science and technology in apparel industry, new changes and new situations arise in pattern of division and competitive landscape of world’s apparel industry. The global apparel industry is experiencing major development transformation and adjustment. China is a big country of traditional textile industry and apparel industry, as well as an important country of textile exporter in the world. With the enlargement of China’s reform and opening up and continuous improvement of national income, China’s apparel industry has gone through a series of fluctuations and adjustments under the condition of the market and industry competition. There has great progress in some aspects such as organizational mechanism, industrial structure, industrial layout, industrial technology and equipment and industrial policy guidance. However, comparing with world powers with old brand of the apparel industry like Europe and the United States, the apparel industry in our China is still in a critical stage of transformation and upgrade. There are some reasons to inhibit the development of domestic first-line apparel products such as soft industry’s overall competitiveness, weaker ability of enterprise’s research and development, lagging behind relatively in creative design and not well-known brand awareness and brand influence, as well as apparel products of famous and luxurious brand from European and American are filled with the domestic market. Our country urgently needs to speed up optimization and upgrade of apparel value chain, accelerate incubation of local creative brand and vigorously develop apparel creation industries aiming at industry developmental situation and competitive landscape.In order to adapt to the industry competition, there has built apparel creative and industrial park in some major cities in China including Beijing, Shanghai, Guangzhou, Shenzhen, Shishi, Zhengzhou. Many second-tier cities also follow example of building creative park planning and construction model from first-line cities. In recent 10 years, the number of apparel creative parks in our country springs up like mushrooms after rain and follows the same direction to develop. It has a cross between similar construction style and parks falls into blind competitions, which led to chaos in the apparel creative market. Actual investigations and questionnaire researches have been carried out, aiming at the planning and developmental situation of creative park at this stage and transverse comparison has been made in domestic and foreign apparel patterns of development and planning of creative park. It has made a detailed assessment for external environment and internal development environments of apparel industrial park and apparel creative park in China by usage of EFE and IFE environmental assessment tool. There has pointed out that one of the key work in the strategic transformation is to achieve optimization and upgrade from apparel industrial park to apparel creative park, the other is to improve transformation of innovative result and realize strategic transformation of the creative park on the basis of creative park. The theory of Hall’s 3-d system engineering has been used to modeling research after establishing the creative park is an important drive for development of China’s apparel industry and has put forward hypothesis of “grade differentiation of important index of each element for creative park at stage of planning and construction”. The expected conclusion has validated and came to conclusion that creative park planning and two phase of attracting investment have an important influence on the development of the whole park through field investigation and questionnaire analysis. By using SWOT analysis method and following principle of QSPM scheme selection, four sets of apparel creative park development strategy has been chosen including reform strategy of creative park system mechanism, installment construction strategy, development strategy based on regional characteristic and enterprise strategy of managing kernel. Finally, brief statement has been made in limitations of this study and also has made a prospect of development and construction of apparel creative park in our country.
