A Study Of The Balance Analysis And Balanced Development Mechanism Of Regional Economy In Henan Province

Balanced development of the regional economy is the intrinsic requirement of regi onal economic development and the basic spatial evolution. Nowadays, during the p rocess of global economy, both developing and developed countries exists regional economic imbalances. The level of economic imbalance within an appropriate range to some extent could promote regional economic development,social progress, im provement of people’s living standards and well-being index; While too much disp arity in regional economic imbalances would hinder regional economic development and social progress, even leading to social insecurity, national or regional econom ic paralysis. In 2004, China established the Central Rising Strategy for six provinc es in central China so as to enhance the economic development of the central regi on and narrow the gap with the east. In 2012 the State Council approved the "Eco nomic Plan for Central China Economic Zone", which further highlighted and spec ified relating content and requirement of Central Rising Strategy. Central China Eco nomic Zone is the key development zone of national main functional region, whic h included Henan Province as its body, and parts of Shanxi, Hebei, Anhui, Shando ng and other provinces. As the core area of the Central China Economic Zone, He nan Province takes a lead in national economy, population, agriculture and newly e merging industries. Regional balanced economic development in Henan Province ha s significant influence on central balanced economic development and even the wh ole country, as well as Chinese social stability.This paper reviewed the main theories on regional balanced economic development at home and abroad, then the content and application of related theories was anal yzed. Based on these theories, the paper analyzed the balanced economic development in 18 Cities of Henan Province and the four major economic zones. Methods of qualitative and quantitative analysis were applied in the process of analysis. Bes ides, a single index analysis and comprehensive multi-index calculation were adopt ed to the quantitative analysis to scientifically analyze regional economic imbalance s of Henan Province and provincially-administrated cities; and the results of quanti tative analysis were also analyzed. According to the results of analysis, 18 Cities of Henan Province and four major economic zones existed imbalanced regional ec onomic development, and the imbalance would further worsen. Henan Urban Aggl omeration is the core of Henan economic development, but the radiation effect and driving effect towards surrounding cities and regions is rare. Economic developme nt in cities and economic zones in North, Southwest and Northwest of Henan Pro vince strongly depends on resources, resulting in industrial structure singleness and less potential in development. In conclusion, based on the studies above, this pap er comprehensively discussed and analyzed the underlying causes of the regional e conomic imbalances in multi-angle, establishing mechanism for regional balanced e conomic development.
