Research In Oil And Gas Resources Cooperation Between China(Xinjiang) And Kazakhstan

With the development of China, energy consumption is increasing year by year, in order tomeet the requirements of the rapid development of the domestic economy and the process ofurbanization, energy security strategy will focus on importing from abroad, besides improvingenergy efficiency. The oil and natural gas are the larger imported resources. There is a bigsecurity risk in overseas oil import structure and mode of transport which the Middle East andAfrica region is the body transported by sea via the Strait of Malacca. In order to ensure ourenergy, economic security and stable fuel supply, seeking to diversify sources and transport ofoil and gas imports diversification is imperative. It will have important strategic significanceto develop and deepen its cooperation with the Central Asian countries for China. Meanwhile,Kazakhstan as an important country on the "Silk Road economic belt", which as an importantcountry in the energy cooperation as an important field, and also has practical significanceand meaning of the times.Firstly, based on the analysis of current situation of endowments of oil and gas resourceand cooperation between China( Xinjiang) and Kazakhstan, this paper argues that the oil andgas cooperation between China and Kazakhstan is necessary, because this cooperation couldplug the China’s energy gap, diversify China’s energy import channels, and reduce the risk ofsingle way of shipping energy through Malacca strait; at the same time, the oil and gasresource ’s cooperation between China and Kazakhstan is feasible, due to the obviousgeographical advantage on the oil and gas cooperation between China and Kazakhstan, thehigh complementarities in resources and industrial structure, and the existing commonexperience of international cooperation organization, which are in line with two countries’ common interest. Secondly, from the aspect of politics, economics, social culture, technology,this paper analyses the internal environment’s advantage and disadvantage, also from theaspect of game between great countries and great provinces, bargaining power of China andKazakhstan’s oil and gas resource, related international organization, the alternative product’sappearance, this paper analyses external environment’s opportunity and challenge, based onthese analysis, take advantage of the improved SWOT to analyze Xinjiang and Kazakhstan’sstrategic environment in the field of oil and gas cooperation, then propose ST,SO,WT,WOstrategy. Thirdly, this paper established a three-stage model of bargaining cooperation,analyzed which factors could affect the oil and gas resource’s cooperation between China andKazakhstan. This paper proposed to think highly of the renewable energy and non-resourcefields’ cooperation in order to increase the total revenue of cooperation, to clear cooperation’swillingness and information in order to reduce transaction cost and increase discount factor, tostrengthen China Xinjiang and enterprises’ power, to diversify the strategy of internationalenergy cooperation’s relationship. Lastly, the author discussed the cooperation platform ofChina and Kazakhstan oil and gas resources, the cooperation mode between enterprises andrelative mechanism. The paper emphasized to fully take advantage of the existinginternational cooperation organization, the specific energy institutes, energy cooperationagreement signed and the current advantage of the enterprises’ cooperation mode, to furtherimprove information exchange, personnel training, energy emergency and tax coordinationmechanism. Under the framework above all, from the nation, Xinjiang and enterprises’ level,this paper put forward countermeasures and suggestions, also looking into the prospect of oiland gas cooperation between China and Kazakhstan.
