With the further development of global economic integration, the free development trend international trade is more obvious. In 1995 WTO was established, the application of traditional tariff quotas and other trade protection measures have been limited. The developed countries often take new protectionist measures, such as, technical trade barriers and intellectual property rights, have a serious impact on trade partners and economic. The effect spreads to the downstream products and related products with high added value. The technical barriers to trade is the most influence and fastest among the new trade protection measures. In November, 2008, the WTO main members notify the WTO 238 technical trade measures. However by the November 2012, this number has reached 338, increasing 42%.The United States is one of the initiators, which initiate the technical trade barriers. Since 2008, the global financial crisis cause the depreciation of the dollar, and shake its economic superpower status, the domestic economy is difficult to maintain a sustained growth, the rising unemployment and other uncertainties exist, so the United States more frequently uses of technical barriers to trade. In 1995, the United States notified 29 items technical barriers to trade measures to the WTO, which reaching 98 by 2013.The technical trade barriers in the United States continuously develop and strengthen, restricting the economy of other countries, which also exerts an extensive influence on the domestic economy. The United States is the most developed countries in the world. What influence does technical barriers bring to the import/export trade, unemployment rate, economic growth and the consumption level of residents? Why the USA enjoys the great benefits of free trade and advocates free trade at the same time, but also leads the implementation of technical barriers to trade?Based on the practical needs and the theory confusion, through summarizing the previous academic research, this paper establish a new theoretical framework. Analysis the reasons why American government take technical barriers to trade measures frequently, and from the theoretical and empirical aspects, analysis the negative effect of American’s technical trade barriers on the domestic economy, and finally put forward a series of scientific and effective policies for the United States.
