| Shandong province is one of the largest export province for agricultural products.The export of agricultural products is directly related to the farmers' interests,which is closely related to the economic growth in Shandong Province and the social harmony and stability.Agricultural products export play a crucial role in promoting the " three agriculture" work,and promoting foreign trade to continue to stabilize and the structural reform of agricultural supply side.Under the current trend of deepening reform the work of agricultural products export can reflect the function of inspection and quarantine department,highlight the role of inspection and quarantine,and promote the development of agricultural products export from the perspective of specialization.Few researches has been conducted on the export of agricultural products.But in recent years,researches which based on the perspective of inspection and quarantine to analyze,discuss and conclude is less on the actual situation of the first-line supervision of agricultural products export.Based on the perspective of inspection and quarantine,combing the method of literature analysis,dynamic research,empirical analysis,qualitative and quantitative methods and system analysis,this study evaluates the present situation of agricultural products export in Shandong province as the starting point,analyzing the present situation,existing problems and restrictive factors of agricultural products export,and emphatically studies the solutions of agricultural products export under the inspection and quarantine system.The main conclusions of this study are as follows:(1)Summarizing the export characteristic in Shandong province of the quarantine angle.The main characteristics of Shandong are:the number of filing enterprises is the first;the export products are complete;the regional distribution is different,and the characteristics of cluster development are gradually obvious;carrying out foundation of " three of a kind" is broad;the enterprises that reach the standard want to sell domestic products;the number of exported agricultural products returned increased,the domestic notification products were concentrated.(2)Analysing the overall condition of agricultural export,the agricultural enterprises obtain the third party condition and the agricultural exports returned,through the technical means of inspection and quarantine,data statistics and situation analysis,summed up the problems of agricultural products export in Shandong province.The main problems are:the construction of agricultural export quality system is not perfect;the role of certification means is not in place;The " three of a kind" project coverage is not comprehensive.(3)Using specific case studies,three cases of potato export model reform based on risk assessment,"double random,one open" regulatory model case and the operation of the Tengzhou national export food quality safety demonstration zone were summarized,It represents the process of primary agricultural export,the process of agricultural products export after processing and the process of agricultural products export under the condition of localized management.Analyzing the key and frontier problems of inspection and quarantine in the process of agricultural products export,and points out the operation situation,achievements and reference significance of the corresponding model.(4)Putting forward the measures for improving the export of agricultural products in Shandong province.It mainly includes:strengthening the national CIQ,local,enterprise tripartite cooperation to promote the service to facilitate the development of the industry;using the three methods of compliance,preferential and punishment,to give full play to the certification function,based on the standard,brand and value of three,to expand the export impact of agricultural products;further promoting risk management,strengthen export return and foreign notification traceability application. |
