Research On The Transfer Value Of The Use Rights About Rural Collective Construction Land

With the development of urbanization and industrialization,the demand for construction land is gradually increasing.State-owned collective construction land become scarce after extensive use,the collective construction land transfer in the market has become an inevitable trend. However, due to state restrictions on collective construction land caused by spontaneous circulation, resulting in distortion of the collective construction land value.Therefore, this paper aims to establish a collective construction land price mechanism to assess a complete, fair values,norms of collective construction land market,to prevent the loss of collective construction land value.This article describes the collective construction land use right transfer valuation theory and the turnover situation, and then analyze the value of collective construction land’s construction.On the basis of Marx rent theory,Sustainable development theory,Social security theory,find that the value of collective construction land should be constituted by the economic value,ecological value and social security value,and analysis the method of these three values.Finally, a collective construction land in Guangzhou to be evaluated by the benchmark land price factor correction method of its economic value, then the ecological value method to assess their ecological value,and then use the old-age security model to assess the value of the social security, then plus them to get the total value of collective construction land. Research papers show that, in assessing the value of collective construction land ecological factors and support functions of land into account to make the assessment results more comprehensive and more reasonable.
