Study On The Performance Evaluation Of PPP Mode In Infrastructure Construction Project

PPP(public-private partnership) project normally refers to carrying out the construction and operation of infrastructure projects by collaboration of the public sector and the private sector. Infrastructure projects are public welfare projects mostly taking long construction period and the huge investment, in which the government has played an indispensable role.But with development of progress of the society, the national finance is far from satisfying the huge demand for investment. Meanwhile, high investment, low efficiency, and high consumption of resources in infrastructure construction by the government have become worldwide problems.In this context, PPP pattern is increasingly applied in a wide range. How to evaluate PPP project performance reasonably, to improve implementation performance levels, and to achieve the PPP ultimate strategic goal of becoming a prominent issue have important significance in theory and practice.The thesis starts from the basic theory of PPP pattern and infrastructure construction to analyze the advantages and operational processes of application of PPP to infrastructure. After combing performance evaluation theories, it makes a clear definition for evaluation categories of infrastructure project performance under PPP pattern, so as to lay a solid theoretical foundation for the study. Afterward, it discusses the performance indicator system construction of infrastructure projects based on PPP pattern. On the basis of KPI performance evaluation theory, the thesis sets up quantitative and qualitative indicators of key infrastructure project performance by starting from critical success factors in infrastructure operation procedures under PPP pattern and through a modular analysis of core project processes.During performance evaluation, it adopts the matter element analysis methods to establish evaluation model of multi-index performance parameters and correlation functions, showing the performance results at quantitative levels. Finally, the thesis applies the above model and performance evaluating index system to conduct an empirical analysis of PPP-pattern performance of a geothermal project in Beijing and a comparative analysis with the government performance audit results.The empirical analysis shows that PPP project performance evaluation system and performance evaluation model constructed in this thesis have a sound effect and, in the infrastructure construction performance evaluation, the accuracy and flexibility are relatively high, with some practical use value.
