PPP mode is one of the most discussed subjects in the field of infrastructure in the past 30 years.Up to now,both academia and practical circles have greatly developed the theory and application of PPP mode.Consequently,PPP mode has been widely used,both at home and abroad,in building highways,bridges,tunnels,water plants,power plants,environmental governance,sports facilities,public housing and many other infrastructure areas,which gains worldwide applause by upgrading the quality and service level of public goods construction,and thus giving more financing support to government departments.Projects like The Channel Tunnel(also called Eurotunnel),the Cross City Tunnel in Sydney,over-the-sea tunnel in the west of Hong Kong,Beijing National Stadium(Bird's Nest/Olympic Stadium),Beijing Metro Line 4,Zhuhai-Hong Kong-Macao Bridge have all used PPP mode during the process of investment,operation and management.,It,at the Third Plenary Session of the Eighteenth Central Committee of the CPC,was proposed to speed up the transformation of government functions,give full play to the active regulatory role of the market,gradually open the access for infrastructure investment and financing,allow social capital as a contribution,and quickly establish a modern investment and financing system.It is true that PPP mode has enjoyed great support and help from the government.Nevertheless,when put into practice,there still exist a lot of challenges such as incomplete credit environment,imperfect PPP model system,unsupportive laws and regulations and inaccessible private capital.So,with these facts,it is quite imperative to further discuss how to e ensure the smooth progress of PPP model and increase the scale of capital support amid the rapid expansion of infrastructure construction.To sum up,this paper uses the method of literature analysis,Case Analysis and experience analysis to study the PPP model of Chongqing infrastructure construction,focusing on the qualitative analysis and Quantitative analysis.First,based on such three theories as public goods,project differentiation and principal-agent,the background and theoretical basis of PPP model are introduced.After that,this paper engages in an in-depth study and analysis of the essence,main characteristics and functional advantages of PPP model.Besides,it introduces and analyses the overall development,system norms and innovative measures of PPP mode in Chongqing's infrastructure construction at present.Choosing the first bridge that was constructed with PPP mode in Chongqing as the case study,this paper tries to summarize the existing problems and then analyze the causes of them by using inductive summary method.On this basis,the corresponding countermeasures and suggestions are put forward from different aspects such as financing,government and system construction,which aim to promote government capital and social capital to jointly strengthen the construction of infrastructure,and continuously optimize the application of PPP model in Chongqing's infrastructure construction.
