With the growth of national income, tourism has become an important part of life, and the tourism industry is also highly valued by all levels of government, tourism revenue in the GDP share is more and more high; in this context, from the big province of tourism resources in Shaanxi Province, there is emphasis on cultural tourism and tourists in the mountains of Qinling Mountains based the natural landscape resources are insufficient, the lack of planning and scenic spot has a direct connection. Therefore, do a good job planning and design of mountainous tourism resort,which can fully exploit the advantages of tourism resources, for visitors to provide more quality services, enhance the government’s direct economic income.In this paper, the planning of the tourism theory system and research results, case and so on carries on the preliminary summary, basic knowledge and understanding of ecology and rural concept planning; planning of tourist resort industry codes and standards of learning; investigation and evaluation of tourism resources of the Red River Valley Resort, on the passenger flow and its composition was analyzed and the basic calculation.On the basis of the Red River Valley of Shaanxi province tourism resort planning, including the SWOT analysis of the development of the Red River Valley Resort, puts forward the development strategy and the overall goal of the Red River Valley Tourism Resort, the Red River Valley Resort landscape, transportation service system, the overall layout, the Red River valley resort tourism product development the design of content, analysis of the formation of Geology and geomorphology, flooding, ecology, the formation of other system layout, the formation of mountain area construction planning etc..
