Construction enterprises operate in the engineering project management as the main body, as the project is the main cost and benefit source of enterprises. Compared with the production of manufacturing enterprises, construction enterprises have big differences in terms of their products, even the process of production and operating. What’s more, mobility of staff, the uniqueness of the products and one-lump project are distinct features of construction enterprises. Meanwhile, in construction enterprises there are senior executives, middle-level administrators, common managers as well as skilled operators, which make the uneven quality of the staff and personnel structure complex. All characteristics of construction enterprises above result in great difficult in terms of performance management. Therefore, the design of performance appraisal scheme should mainly seize the characteristics of industry and enterprises’ business organization mode.Combined with advanced tools and methods of both domestic and foreign performance evaluation at present, this thesis puts forward to "whole, dynamic state and value contribution(EDV)" as the core concept of performance appraisal on the basis of deep analysis of the nature and characteristics of state-owned construction enterprises as well as the comparative analysis of existing performance management theories. At the same time, according to the real demand of enterprises, I design a set of ideas of staff performance evaluation system of construction enterprise which have the features of integrity and good applicability.
